Collegium: Implementation of social projects under the Green Investment Scheme has started across Ukraine 03.07.2012

A regular meeting of the Collegium of the State Environmental Investment Agency (SEIA) took place on 3 July 2012. The Collegium heard reports of the SEIA structural units on their activities in the first half of 2012.

Mr. Vladyslav Iakubovskyi, SEIA Head,  opened the meeting of the Collegium.

After briefly summarizing the work in the first half of 2012, he drew attention to the key achievements of Ukraine related to the implementation of the Kyoto Protocol, namely: reinstatement of its eligibility to participate in the market-based mechanisms, the start in financing and actual implementation of projects under the Green Investment Scheme (GIS) and a significant increase in quantitative and qualitative characteristics of project activities under the Joint Implementation Mechanism (JI).

Also, Mr. Iakubovskyi noted that in accordance with the priorities of the Government and the Program of Economic Reforms for 2010-2014, the main focus in the first half of 2012 was on developing regulatory legal acts, carrying out practical measures to implement government policy on climate change, elaborating Ukraine's position for international negotiations for the post-Kyoto period, implementing the Kyoto flexible mechanisms.

The reports on GIS projects sounded optimistic.

In particular, it was noted that 12 working meetings with Japanese and Spanish counterparts were held during the first half of 2012.

As of 27 June 2012 the SEIA has considered 1,909 GIS projects in 25 regions of Ukraine.

489 GIS projects to be implemented in 24 regions of Ukraine have been approved under contracts of sale of Assigned Amount Units (AAUs) for the total amount of UAH 3,608.5 million and with the expected annual reduction in greenhouse gas emissions 110.4 thousand tons of CO2 eq.

As of today, the works on energy conservation have been completed at 55 educational and health care institutions in the Autonomous Republic of Crimea. The implementation of other projects is continued.

In addition, agreements totaling UAH 1.2 billion have been concluded to carry out thermal insulation works at 323 facilities. Works are scheduled to be completed by the end of October 2012.

Thus, one can state that social projects under the Green Investment Scheme are being implemented all over Ukraine.

A preliminary agreement has been reached with the Spanish side under the AAUs sale Contract on the possibility of using funds for project implementation till the end of 2013, subject to their selection and the start of execution this year.

A special emphasis was placed on the growth of quantitative and qualitative indicators of project activity under the joint implementation mechanism. Currently, Ukraine is the leader among the countries participating in the mechanism of joint implementation, namely:

·         occupies the first position by the number of approved JI projects under the international procedure (Track 2);

·         occupies the first position by the total number of approved JI projects;

·         occupies the second position by the number of JI projects approved by the national procedure (Track 1), giving way only to the Czech Republic, which carries out small-scale JI projects united in seven single-type packages;

·         occupies the first position by the number of issued ERUs.

The leading position of Ukraine is attested to by statistics. Specifically, the Emission Reduction Units issued as a result of verification of the Ukrainian JI projects account for 41% of the ERUs world market (as of 8 May  2012).

The total amount of investment received by Ukrainian enterprises from foreign investors for issued and transferred AAUs and ERUs is estimated at EUR 650 million.

During the general discussion there were some proposals, in particular Mr. Svyatoslav Kurulenko, Chairman of the SEIA’s Social Council, spoke on the need for public involvement in the development of specialized laws and in the implementation of Article 6 of the Kyoto Protocol objectives. Besides, satisfaction was expressed with regard to the adopted decision to modernize the SEIA’s web-site.

Given the above achievements, the SEIA’s leadership is optimistic about further implementation of the main provisions of the UN Framework Convention on Climate Change and most importantly, expresses confidence in the timely implementation of social projects with the use of proceeds from the AAUs sale to international counterparts in accordance with Article 17 of the Kyoto Protocol.
